Howevever, this was forced on them by european law, not something that was done willingly. Also, there's nothing to say that 50€ will actually get you a useful amount of data, just that they will cap you at 50€ until you ask for more. Great sculpture for one, but also, because kids are allowed to climb on the sculptures and appreciate the different viewpoints. The artist let kids do it when he was alive, and the museum keeps that tradition. Only rule is no climbing on white statues shorter than a person.
